Part 1 provided an introduction to the Office of Administrative Hearings and an overview of general administrative law concepts. Parts 3 & 4 will cover the hearing and post-hearing processes.
The Honorable Sean Gavin has worked as an administrative law judge for the Office of Administrative Hearings since January 2019. Before that, he spent 11 years as a civil litigator, focusing on employment, landlord tenant, and business law. In his off time, he enjoys reading and travelling with his wife and daughters.
The Honorable Presiding Administrative Law Judge Heather M. Rowan has been with the Sacramento office of the Office of Administrative Hearings since 2016 and presiding judge since 2022. She received her bachelor’s degree from the University of California, Davis in English and her juris doctorate degree from the University of California, Davis King Hall School of Law. She began her career in private practice and then worked in political oversight and reform with the Fair Political Practices Commission before becoming a judge.
