The U.S. Department of Labor, Employee Benefits Security Administration (EBSA) enforces Title 1 of the Employee Retirement Income Security Act (ERISA) which governs employer-sponsored health plans. EBSA assists employers and the regulated community in understanding and complying with federal group health plan laws. We recognize that understanding and complying with DOL regulations can be challenging especially for small and medium sized employers with limited time, resources and/or access to professional assistance.  This presentation will cover basic information about the Consolidated Omnibus Budget Reconciliation Act (COBRA). COBRA gives workers and their families who lose their health benefits the right to choose to continue group health benefits provided by their group health plan for limited periods of time under certain circumstances such as voluntary or involuntary job loss, reduction in the hours worked, transition between jobs, death, divorce, and other life events. Topics discussed will include eligibility, qualifying events, notice and disclosure regulations, duration of coverage and common compliance issues.
