Video – Administrative Hearings: Nuts & Bolts Part 4 of 4

This video is the fourth of a four-part program designed to walk attorneys and litigants through the process and strategies to handle an administrative hearing. Our panel of Administrative Law Judges will share their views of best practices for preparing and presenting a case before the Office of Administrative Hearings.

This video (Part 4) will cover the post-hearing process, including post-hearing briefing, reopening of the record, and the proposed decision. The judges will also provide general tips and provide time for questions from all four sessions.

Part 1 provided an introduction to the Office of Administrative Hearings and an overview of general administrative law concepts. Part 2 covered the pre-hearing process. Part 3 covered the hearing process.

The Honorable Sean Gavin has worked as an administrative law judge for the Office of Administrative Hearings since January 2019. Before that, he spent 11 years as a civil litigator, focusing on employment, landlord tenant, and business law. In his off time, he enjoys reading and travelling with his wife and daughters.

The Honorable Presiding Administrative Law Judge Heather M. Rowan has been with the Sacramento office of the Office of Administrative Hearings since 2016 and presiding judge since 2022. She received her bachelor’s degree from the University of California, Davis in English and her juris doctorate degree from the University of California, Davis King Hall School of Law. She began her career in private practice and then worked in political oversight and reform with the Fair Political Practices Commission before becoming a judge.
