Mr. Ramsey was appointed as Chief of the Appeals Division in December 2007. Since that time, Mr. Ramsey, along with the hardworking staff of the Appeals Division, has focused on improving internal processes and upgrading existing resources in order to deliver fair and timely decisions from appeals filed under the State Civil Service Act. As a result, the Appeals Division has managed ongoing caseload and avoided the creation of backlogs for pending appeals.
Prior to joining the State Personnel Board, Mr. Ramsey served for six years as the Chief Counsel for the Department of Fair Employment and Housing (DFEH). In that role, Mr. Ramsey directed the scope and direction of the Department’s litigation program in the enforcement of the Fair Employment and Housing Act and other related civil rights statutes.
Prior to becoming Chief Counsel, Mr. Ramsey served as Senior Staff Counsel litigating claims of discrimination before the Fair Employment and Housing Commission and California Superior Courts. Mr. Ramsey has also served as Senior Staff Counsel for both the California Public Employees’ Retirement System and the California State Treasurer’s Office.
Mr. Ramsey obtained his Bachelor of Science degree from the University of California, Berkeley and his Juris Doctor from McGeorge School of Law.
