Appointed in 2002, Judge Hom has served in a number of civil and criminal assignments both as a trial judge, law and motion, master trial assignment and calendar assignments. Judge Hom is immediate past Presiding Judge of the Sacramento Superior Court (2020-2021). He formerly served on the Executive Committee of the Trial Court Presiding Judges/Assistant Presiding Judges Advisory Committee and chaired the Sacramento County Criminal Justice Cabinet. He has served as a member of the Court’s Working Group subcommittee of the California State Bar Diversity Pipeline Committee, Past President of the California Asian Pacific American Judges Association, an emeritus Judicial Master of the Anthony M. Kennedy Inn of Court, and the Advisory Board of the Asian Bar of California. He is a former Chair of the Center of Judicial Education and Research, Criminal Curriculum Committee and has served on the faculty of the B.E. Witkin Judicial College, the Center for Judicial Education and Research (CJER) Criminal Law Institute, CJER Advanced Judicial Studies Institute, CJER Supervising Judges Institute and the CJER Cow County Judges Institute. By appointment of the Chief Justice, Judge Hom has served as a “special master” for the California Commission on Judicial Performance. He is the former Judicial Advisor to the Sacramento County Grand Jury.

Prior to his judicial appointment, he was a member of the statewide Racial Profiling Curriculum Committee for the Peace Officers Standards and Training (P.O.S.T), board member and legal counsel to the Sacramento Asian/Pacific Chamber of Commerce, the President of the Asian/Pacific Bar of Sacramento, a member of the Bar Council of the Sacramento County Bar Association and the Chairperson of the Human Rights/Fair Housing Commission for the City and County of Sacramento. Judge Hom is a recipient of the National Asian Pacific American Bar Association “Trailblazer Award,” the “President’s Award from the Asian Pacific-American Bar Association of Sacramento, the “President’s Award” from the Sacramento Asian Pacific Chamber of Commerce, “Judge of the Year” from the Capitol City Trial Lawyers Association, “Community Leadership Award” from the Asian Pacific State Employees Association, and the “Judge of the Year” Award from the Sacramento County Bar Association.

Judge Hom served as a Sacramento County Deputy District Attorney and was in private practice prior to his appointment. He is a graduate of the University of California, Berkeley and Hastings College of the Law.
