Dan Carroll is a partner in the firm of Downey Brand, LLP, where he has practiced since 1983. Dan is the firm’s General Counsel and in that role advises the firm as to professional responsibility, professional liability, and risk management issues. In addition to these responsibilities, Dan is a former chair of the firm’s Natural Resources department and a current member of the Energy, Land Use, and Minerals practice group.
Dan Carroll has represented both private industry and public sector firm clients for over twenty years before the California Public Utilities Commission, primarily in matters related to regulation of electricity, natural gas, water, and transportation. He also assists both energy and water clients in civil litigation and negotiation of electricity and water supply contracts, and provides regulatory due diligence support in energy acquisition and financing transactions. Dan has also advised attorneys outside the firm and other non-attorney clients on issues related to attorney ethics.
Dan was a member of the State Bar’s Standing Committee on Professional Responsibility and Conduct since from November 2007 through September 2011 and presents regularly on attorney ethics issues.
Dan graduated from the University of California, Davis (A.B., magna cum laude, Phi Beta Kappa, 1974; JD, Order of the Coif, 1982). After attending law school and before entering practice he was a law clerk to Justice Warren Matthews of the Alaska Supreme Court.
